한국, 항의 움직임

 

한국정부에서는 노무현 대통령의 탄핵 이후 시작된 집회를 막기로 결정했다.

 

노무현 대통령의 지지자들은 매일 집회를 열 것을 다짐했다.

 

8개의 전국 대도시에서 현생황에 대한 분노를 표현하기 위해 수십만명의 시위대가 촛불을 밝혔다.

 

월요일. 남쪽과 대화에 실패한 북한에서는 우익 정당에서 실시한 탄핵에 대해 ‘불안정’에 대해 비난했다(정국에 대한 말인 것 같음).

 

한국 정부에서는 이 정국 불안정에 대해 바짝 고삐를 죄려는 노력의 일환으로 앞으로 있을 어떠한 시위나 행진에 대해 강하게 대응할 것이라고 발표했다.

 

“앞으로 사회 무질서를 일으키는 어떠한 시위에 대해서도 강하게 대처할 것이다’라고 말했다.

 

3일에 걸친 남북 경제 회의는 한국의 ‘불안정’한 사회적 상황 때문으로 인해 북한에서 요청에 의해 취소 되었다.

 

북한은 대회가 남한의 파주가 아닌 북한의 개성에서 이루어져야 한다고 말했다.

 

하지만 북한과의 문제를 다루는 남한의 통일부에서는 북한이 만나기로 한 국경선에 나타나지 않고 장소변경에 대해 의의를 제기한 북한에 대해 이이를 표명하였다.

 

로이터 통신에 의하면 두나라는 경제 협력 계획과 DMZ 지역의 철도 연결에 대해 토의하기로 되어 있었다.

 

양편에서는 언제 어떻게 다시 회담을 개최할지에 대해 다시 조종해야 한다.

 

하지만 이 회담 취소는 앞으로 있을 한국 북한 일본 미국 중국 러시아 6국가가 참여하는 북핵프로그램에 관한 걱정을 불러 일으켰다.

 

한국은 탄핵으로 인한 북핵문제에 미치는 영향을 줄이려고 노력해 왔고 북한에게 이 문제에 대해 정치적으로 이용하여 문제해결을 미루지 말라고 경고 했다.

 

이에대해 한국 방기문 외교부 장관은 ‘만약 북한에서 탄핵을 구실삼아 6자 회담을 미루거나 포기하려 한다면, 우리는 북한이 핵문제에 관해 평화적 해결 방법이나 약속에 대해 질문하지 않을 수 없다’라고 말했다.

 

한국내각의 수반인 고건 총리는 정치적 상황을 완화 하고, 금융시장 안정에 최선을 다할 것이라고 주요 신문사에 광고를 냈다,

 

그는 사회적 안정회복을  위해 공공의 도움을 청했지만 경찰에서는 이번 주 내내 서울에서는 노무현대통령을 지지하는 수천명의 사람이 야간 시위에 참가할 것으로 예상한다.

 

그 시위는 기술적으로는(법률적으로) 불법 시위이나 정부에서는 물리적으로 막으려고 시도하기 보다는  설득을 통해 해산하려고 노력하고 있다,

 

그러나 월요일, 경찰에서 시위에 대해 필요하다면 엄중히 대처 할 것이라고 졍고했다.

 

‘만약 그들이 우리의 요청을 거부한다면 우리는 앞으로 시위 주동자에 대해 법적 조치를 취할 것이며 시위대를 해산 시키기 위한 행동을 취할 것이다’라고 경찰청에서 말했다.

 

한국 국회에서는 다음달에 실시될 선거에서 노무현 대통령의 정부 여당에 대한 사전 선거운동과 무능력에 대해 탄핵을 실시했다.

 

그 논쟁은 국회 안쪽과 바깥쪽 양쪽에서 분노를 촉발 시켰고 분노는 수그러들 기세가 보이자 않는다.

 

최근 여론 조사에 따르면 70% 이상의 사람들이 선거법 위반 혐의는 노대통령의 탄핵을 실시할만큼 대단한 것이 아니라고 생각한다.

 

 

 
 

 
S Korea to move against protests

 

South Koreas government has vowed to crack down on the political unrest which has beset the country since the impeachment of President Roh Moo-Hyun.

 

Supporters of Mr Roh, suspended on Friday, have promised daily protests.

 

At the weekend tens of thousands joined candle-lit vigils in eight cities to voice their anger at the situation.

 

On Monday North Korea, which dubbed the impeachment a right-wing political rebellion, failed to turn up to talks with the South, blaming instability.

 

North Korean demand  

 

In an effort to curb that instability the South Korean government released a statement on Monday saying it would deal harshly with
any further unrest and block future rallies.              

 

"Any moves or rallies that cause social disorder will be strictly dealt with in accordance with laws and principle," the statement said.

 

The three-days of North-South economic talks were abandoned after Pyongyang asked for them to be moved because of the "unstable" situation in the South.

 

North Korea said that the talks should be held in the Northern city of Kaesong not the South Korean city of Paju.

 

But South Koreas Unification Ministry, which handles relations with the North, objected to changing the location and, after North Korean officials failed to turn up at a border crossing to meet South
Korean officials as planned, cancelled the meeting.

 

Nuclear fears

 

They were to discuss economic co-operation projects and rail and
road links being built through the demilitarised zone between the two Koreas, Reuters reported.              

 

The two sides are now to discuss when and how to reschedule the talks.

 

But the cancellation has led to concerns that upcoming six-party talks with the US, the two Koreas, China, Russia and Japan on the
Norths nuclear programmes could also be jeopardised.

 

South Korea has tried to play down the impact of the impeachment on the nuclear talks, but warned the North not to use the political uncertainly to foot-drag on the issue.

 

"If North Korea uses the impeachment as an excuse to be reluctant
or to try avoiding six-party talks, well have to question North Koreas commitment to seeking peaceful resolution to the nuclear issue," South Korean Foreign Minister Ban Ki-moon said.

 

Newspaper plea   

 

South Koreas interim leader Prime Minister Goh Kun has vowed to
ease the political situation, taking out advertisements in all the countrys main newspapers on Monday to reassure people his government would do its best to run the country and stabilise financial markets.   

 

He called for public co-operation to help restore the social stability, but police have said that they expect thousands of Roh supporters to attend nightly protests in Seoul this week.

 

The protests are technically illegal, but so far the authorities have not attempted to prevent them going ahead, preferring to try to defuse the tension through persuasion rather than physical intervention.

 

However, on Monday police warned that future protests would be harshly dealt with and force would used if necessary.

 

"If they continue to reject our appeals, we will take action to disperse the rallies and subject the protest leaders to legal punishment," the National Police Agency said in a statement.

 

South Koreas parliament impeached Mr Roh for illegally endorsing
a pro-government party and incompetence ahead of next months general election.

 

The decision sparked angry scenes both inside and outside the parliament - anger that is showing no sign of abating.

 

Recent polls show 70% of the people believe the main charge of violating electoral law is not serious enough to warrant Mr Rohs suspension.
