필리핀 두테르테 대통령이 또 한 번 전 세계 언론의 이슈가 되었다. 오바마 대통령에게 "개xx"라고 욕을 했다는 이유였다. 이 뉴스는 전세계 미디어로 단번에 뿌려졌다. 반나절도 지나지 않아 두테르테가 오바마에게 사과를 하는 기사까지도 순식간에 퍼졌다. 두테르테에게는 더 이상 주워 담기 힘든 완전히 엎어진 물컵인 셈이다.

이 소식이 퍼지자, 필리핀 SNS가 들끓었다. 아니나 다를까? 두테르테에 대한 YELLOW MEDIA의 공격이라는 주장이 곳곳에서 제기되기 시작했다. 그때 한 미국 언론의 기사가 올라왔다. 미국 언론이 굳이 두테르테를 옹호하고, 그를 위해 거짓 기사를 쓸 리는 없을 터. 관심을 가지고 읽어보았다.

이 미국의 언론사는 영어/타갈로그가 섞여 있는 두테르테의 다바오(두테르테 대통령이 시장을 지냈던 Davao시) 연설을 영문 기사로 번역/분석하였고, 두테르테가 그 연설에서 오바마에게 “개XX”라고 욕을 했는지 분석했다.

필자는 기사 중 주요 의사록이 설명된 부분을 해석해 보기로 했다.

기사 원문

'We Hired A Native Tagalog Speaker: Here’s What The Filipino Prez REALLY Said', <LIBERAL AMERICA>

After giving his speech, he asked the audience for questions and clarifications, saying:
(두테르테가 연설 후 청중들에게 자신의 연설을 이해했는지를 물으며 관련한 질문이 있는지 다음과 같이 말하였다.)

“Any questions? I will give you a few for clarification for the statement only. Do not come more on to politics. It’s too far away.”
(두테르테: 혹시 질문? 몇 개는 대답하겠습니다. 방금 연설에 대한 것으로 질문을 제한합니다. 정치적인 질문은 너무 거리가 머니 삼가 해주세요.)

Despite his warning of not going too far, one reporter asked him:
(너무 선을 넘지 않도록 요구했음에도 불구하고 한 기자는 다음과 같은 질문을 하였다.)

“Sir, there have been concerns on extrajudicial killings, sir. And you will meet leaders, any line of communication that we have prepared to address this issue in front of other foreign leaders?”
(로이터 기자: 대통령님, 초법적 살인에 대한 우려가 많습니다. 지금 다른 국가 리더들을 만나러 가는데요, 그들에게 이 이슈에 대한 대답으로 준비한 것은 없으신가요?)

To which Duterte replied:

“To whom shall I address myself to? Who will be asking the question? May I know?”
(두테르테: 제가 누구에게 대답을 해야 하는 겁니까? 이 질문을 누가 한데요? 제가 알 수 없을까요?)

Somebody from the audience said “Like Obama, Sir.” And that started it all. Here is his answer:
(청중들 중 누군가가 "오바마 대통령이면요?" 그 후 모든 것이 시작되었다. 여기서부터 그의 답변이다.)

“You know, the Philippines is not a vassal state. We have long ceased to be a colony of the United States. Alam mo marame dyan mga kolumnista (You know there are a lot of columnists) who look up on Obama and the United States as if we are the lapdogs of this country.”
(두테르테: 모두들 알다시피 필리핀은 속국이 아닙니다. 우리는 미국의 식민지로부터 벗어난 지 오래입니다. 아시다시피 우리가 미국의 애완견이기를 바라듯 오바마와 미국을 우러러보는 많은 칼럼니스트들이 있습니다.)

In this statement, Duterte was clearly addressing his audience, Obama’s name was only mentioned as an example because somebody in the audience mentioned Obama. I am not a Duterte-fan, but anybody listening to that line, who understands the language will know that he is not degrading Obama, he is merely lifting his people up. He ended it by saying:
(이 부분에서 청중들 중 오바마를 언급한 사람이 있었기 때문에 두테르테는 그들에게 오바마의 이름을 한 예로서 유일하게 언급하였다. 나는 두테르테의 팬은 아니지만 이 부분을 들은 타갈로그를 이해하는 사람이라면 두테르테는 오바마를 비하하는 것이 아니며, 단지 그가 국민들에게 기운을 북돋우려 한 것이다.)

“I do not respond to anybody but the people of the Republic of the Philippines”
(두테르테: 저는 필리핀 국민에게만 책임이 있습니다.)

Now, this is the part that gets dirty. In trying to lift his people, he was subconsciously saying something that can be used against him. Again, from our point of view, his point is that the Philippines should never bow down to any country, there is nothing against President Obama, his name was just dragged.
(이제부터가 잘못된 부분의 시작이다. 국민들을 북돋우려 하면서 그는 무의식적으로 그에게 해가 될 말을 하였다. 우리의 관점에서 그가 주장하는 바는 필리핀이 다른 어떤 국가에도 절대 굴복하면 안 된다는 것이지, 오바마 대통령과는 관련이 없으며 그의 이름을 단지 한 예로 든 것뿐이다.

“Wala akong pakelam sakanya (I don’t care about him). [1구역] Who is he? I am not beholden to anybody.”
(두테르테: 저는 그에 대해 아무 신경도 쓰지 않습니다. 그가 누구인가요? 저는 누구에게도 신세 지지 않습니다.)

After this, he went on and addressed the columnists.
(이후 그는 칼럼니스트들에게 대답을 계속하였다.)

“May mga kolumnista dyan na (There are columnists out there that write headlines such as) ‘Wait until he meets..’ Who is he? I am a President of a sovereign state and we have long ceased to be a colony. I do not have any master except the Filipino people.”

(두테르테: "그가 오바마를 만나면 어쩔 것인가?" 같은 헤드라인을 쓰는 칼럼니스트들이 있습니다. 그가 누구입니까? 저는 한 주권국의 대통령이며 우리는 식민지 시대를 떠난 지 오랩니다. 저의 주인은 필리핀 국민뿐입니다.)

The next line is addressed to the reporter who asked the question, not to Obama as the media is claiming:
(다음은 이 질문을 한 기자에게 한 대답이지 미디어들이 떠들어 대는 오바마를 지칭한 것이 아니다.)

“You must be respectful. Do not just throw away questions and statements. Putangina (son of a bitch) I will curse you in that forum.”[2 구역]

(두테르테: 당신은 다른 사람을 존중해야 합니다. 그냥 질문과 말을 던지지 마세요. 개XX. 여기서 당신을 욕할 것이요.)

As a clarification, Duterte is referring to reporters who are not respectful and are throwing questions at him that are not on topic.

(명확히 두테르테는 그가 요구하지 않는 주제의 질문을 던진 그 기자들을 가리켰던 것이다.)

여기까지가 이 기사의 해석이다. 이제 실제 인터뷰 영상을 보자. 주의할 점은 위 기사에서도 인터뷰 내용의 일부만 인용했다는 점이다. 어쨌던 이 동영상의 6분 30초부터 13분 52초까지 보자.

자세히 보신 분들은 위 의사록이 중간중간 빠진 것을 알 수 있다. 타갈로그와 약간의 영어로 대답한 내용들로 영어권 사람들이 듣기에는 이해하기 어려웠을 것이다. 이 이슈를 정확히 이해하기 위해 이 빠진 부분들을 직접 해석해 보기로 하였다.

첫 번째 빠진[1구역]

Who is he? When the matter of fact at the turn of the century, before the Americans left, the Philippines in the pacification campaign of the Moro in this island, there were about 6 Million ang population ng Moro. How many died? 600. If he can answer that question and give the apology, I will answer him.

(누가 초법적 살인에 대해 묻는 것인가? 실제로 20세기 미국이 필리핀을 떠나기 전 이 섬에서 필리핀 남부 이슬람계 부족인 Moro족에 대한 진압작전이 있었다. 당시 600만 명의 모로족이 살고 있었다. 그중 얼마나 죽었는가? 600명. 그가 이 질문에 대답을 하고 사과를 한다면 나는 질문에 대답할 것이다.)

Wag mo akong ganunin. Tell that to everybody. Itong mga columnista para ba akong tinatakot anak ka ng. Pumunta umalis kayo dyan sa Pilipinas. Pumunta kayo doon sa America. You write  column like you are the  lapdogs of these Americans. Who is he to confront me? As a matter of fact he has so many. America has one too many to answer for the misdeeds in this country. Hanggang ngayon di pa tayo nakatikim ng apology nyan. That is the reason why Mindanao  continue  or continues to boil. Sabi mo that was in the last century.  Yang wounds na yan from generation to generation. As a matter of fact we inherited this problem from the United States. Why? Because they invaded this country and made us  their subjugated people.

(나에게 그러지 말라. 여기 계신 분들에게 대답한다. 이런 칼럼니스트 XX들은 나한테 겁주는 거냐? 너희들은 필리핀에서 왜 사는가? 미국으로 가라. 당신들이 이런 미국인들의 애완견인 것처럼 쓰는 칼럼들을 쓰고 있지 않는가? 나랑 맞닥뜨릴 그가 누구인가? 실제로 미국은 너무…. 미국이야말로 이 나라 한 몹쓸 짓에 대한 대답을 해야 하는 것이다. 지금까지 우리는 사과를 받지 못했다. 그렇기 때문에 민다나오 섬은 지금까지도 들끓고 있는 것이다. 내가 말했지. 그게 바로 20세기 일어난 것이다.  이런 상처는 세대와 세대로 이어지고 있다. 이 문제는 미국으로부터 붉어진 것이다. 왜인가? 왜냐하면 그들은 이 나라를 침공하였고 우리를 그들에게 복종하도록 만들었기 때문이다.)

Everybody has a terrible record of extrajudicial killing. Why make an issue about drug fighting crime? Di nga nila maubos -ubos ang sa Mexico border nya.  Look at the human rights of America along that line, the way how they treat the migrants there.

(초법적 살인의 기록은 누구나 있다. 마약과의 전쟁으로 인한 살인을 왜 이슈화하는가? 그들은 멕시코 경계의 문제도 풀지 못하고 있다. 미국에 사는 이민자들을 대하는 방식을 볼 때 미국의 인권은 어떤지 보라.)

Masyado kayong bilib sa America. Bumilib kayo dito sa atin. Anong America? Sya ang mag-explain sa akin. Bakit kayo extrajudicial killing nila? Can he explain the 600,000 Moro massacred in this island? Do you want to see the pictures? Maybe you'll ask him and make it public. We have a recorded history of that sordid period of our national life. Nobody but nobody can just...

We have long been a republic. I do not, I said, I do not kneel down before anybody else, except the Filipino in Quiapo walking in misery and in extreme poverty and anger. Di kayo maghinto dyan sa droga? The campaign against drug will continue. Maraming mamatay dyan. Plenty will be killed until the last pusher is out of the streets until the drug manufacturer is killed. We will continue and I will continue and I don’t give a shit about anybody observing my behaviour.
