S. Korea Urges N. Korea to Hold Talks
한국, 북한에 회담 유지를 촉구

SEOUL, South Korea (AP) -- Known as "Mr. Stability," South Koreas interim leader appeared Monday to live up to his name in guiding the nation through an unprecedented presidential impeachment. Protests dwindled, financial markets evened out, and Seoul urged North Korea to carry on with nuclear talks.

서울, 한국(연합통신)--"미스터 안정"으로 알려져있는 한국의 임시 대통령 대행은 전례없는 대통령 탄핵사태에 대하여 그 이름에 부끄럽지 않게 나라를 이끌고 있는 것으로 보인다. 시위는 점점 줄어들고 있고, 경제 시장은 평정을 찾았으며, 북한에 핵 회담을 속행할 것을 촉구했다.

Acting President Goh Kun, who is running South Korea until the Constitutional Court rules on whether to unseat President Roh Moo-hyun, has issued daily statements aimed at reassuring the outside world.

헌재가 노무현 대통령의 탄핵안 가결 여부를 판단할때까지 국정을 운영할 고건 대통령 직무대행은 외국을 안심시키기 위해 성명을 발표했다.

Meanwhile, a mere 3,500 people turned out for protests Monday night over parliaments impeachment of Roh, a stark drop from the 50,000 who converged on downtown Seoul over the weekend to wave candles, sing and chant for the presidents reinstatement. Police have said the rallies are illegal and should be stopped.

한편 약 3500명의 사람들이 탄핵 반대 시위를 위해 모인 것으로 집계되었다. 지난 주말 대통령 복권을 위한 촛불 시위를 위해 서울 시내에 모였던 5만 명의 인파에 비하면 확실한 감소를 보인 것이다. 경찰이 집회를 불법으로 규정함으로써 집회는 그만되어야 한다.   

"If they continue to reject our appeals, we will take action to disperse the rallies and subject the protest leaders to legal punishment," national police said in a statement, without specifying a deadline.

"만약 해산 권고를 받아들이지 않는다면 경찰은 집회를 해산하기 위한 행동에 들어갈 것이며 집회 주동자들을 법적 처벌할 것이다."라고 경찰은 기한을 명시하지 않고 이 같이 밝혔다.

Demonstration organizers at the Peoples Solidarity for Participatory Democracy, a civic group, said they would try to act within police guidelines to avoid trouble but insisted on keeping the protest alive.

시민 단체인 참여민주주의연대(이 단체 이름을 잘 모르겠군요-)의 시위 기획자들은 충돌을 피하기 위해 경찰의 지시 범위를 따르겠다고 말했으나 시위를 계속할 것임을 밝혔다.   

"I have been voting for the opposition party," said restaurateur Kim Chul-ho, 57, who shut his business early to attend Mondays demonstration. "But when I saw the preposterous way they impeached President Roh, I thought I should act and add one voice to this protest."

"나는 야당에 투표해 온 사람이다." 월요일 시위에 참가하기 위해 가게 문을 일찍 닫고 왔다는 57세의 식당 주인 김철호씨는 말했다. "하지만 대통령 탄핵의 비상식적인 경위를 봤을 때, 나는 무언가 해야만 한다, 이 시위에 목소리를 보태어야만 한다고 생각했다."

Uneasy at the prospect of South Koreas leader being removed by lawmakers, communist North Korea has lashed out at what it calls a U.S.-engineered "coup" unleashing "instability" in the South. It offered no proof for its charge.

한국의 대통령이 국회의원들에 의해 밀려난 상황에 대해 유감을 표명한 북한은, 미국이 선동한 폭거가 한국의 불안정을 불러왔다며 맹렬히 비난했으나 그에 대한 근거는 전혀 밝힌 바 없다.

The interim Seoul government urged Pyongyang on Monday not to use the crisis as an excuse for stalling six-nation talks on the Norths nuclear weapons programs. Still, there were signs of a rupture in inter-Korean relations.

그리고 월요일 서울의 임시정부는 지금의 한국 상황을 북핵 문제에 관한 6자 회담을 피할 핑계로 삼지 말라며 북한에 촉구했다. 그러나 여전히 남북 관계 결렬의 조짐은 남아있다.

The two Koreas were set to hold economic talks in the South on Monday, but Pyongyang tried to change the venue to the North. The South refused, and the talks were scrapped.

남북은 월요일 남측에서 경제 회담을 개최할 예정이었으나, 북한이 이를 북측에서 여는 것으로 바꾸려고 했다. 한국은 이를 거절했으며 회담은 결렬되었다.

"If North Korea uses the impeachment as an excuse to be reluctant
or to try avoiding six-party talks, well have to question North Koreas commitment to seeking peaceful resolution to the nuclear issue," South Korean Foreign Minister Ban Ki-moon told reporters.

"만약 북한이 탄핵 정국을 6자회담을 피하기 위한 핑계로 삼고자 한다면, 우리는 북한이 핵 문제에 대한 평화적 해결 의지가 있는 지에 대해 의구심을 가질 수 밖에 없다."라고 한국의 반기문 외무부 장관은 기자들에게 밝혔다.

Ban said he will send a deputy, Lee Soo-hyuck, to Beijing on Tuesday to discuss convening a third round of nuclear talks with the United States, both Koreas, China, Russia and Japan. The six met last month in Beijing, and agreed to talk again by July.

반 장관은 미국, 한국과 북한, 중국, 러시아, 일본이 참가하는 세 번째 6자 회담 개최에 대해 의논하기 위해 이수혁 대리인을 화요일, 베이징에 파견할 것이라고 밝혔다. 상기 6개국은 지난 달 베이징에서 만나 7월에 다시 회담을 가질 것을 약속했다.

The political crisis began Friday, when the opposition-dominated National Assembly used security guards to drag out screaming and kicking pro-Roh lawmakers. It then passed a bill impeaching Roh for alleged election-law violations and incompetence.

이 정치적 환난은 지난 금요일, 거야 국회가 경위들을 동원해 노 대통령을 지지하는 국회의원들을 끌어내면서부터 시작되었다. 그 뒤 국회는 선거법 위반과 대통령직 부적격 혐의로 노대통령에 대한 탄핵안을 통과 시켰다.

The move appeared to be backfiring on the opposition, as public surveys showed the popularity of the small Uri Party, which supports the president, surging ahead of the April 15 parliamentary
polls.

그러나 여론조사 결과, 대통령을 지지하는 작은 당인 우리당의 지지율이 4월 15일 총선을 앞두고 급상승한 것으로 나타나, 탄핵안 가결은 야당에 역풍을 일으키고 있는 것으로 보인다.

Goh Kun, formerly prime minister, earned nicknames such as "Mr. Stability," "Master Administrator," and "Yes Man" for holding key posts in six successive governments - an impressive feat in a country with a history of military coups, civic unrest and political machinations.

고건 국무총리는 총 여섯 개의 행정부를 거치는 동안 요직을 계속해 지킴으로써 "미스터 안정", "행정의 달인", "예스맨" 등의 별명을 얻은 사람이다. (군사 쿠데타, 시민 불안, 정치적 음모 등의 역사를 가진 나라임을 감안하면 인상적인 공훈(재주.묘기도 됨)이다.)

South Korean stocks posted modest gains Monday in a market propped up, at least for now, by public pension funds that have been buying and are ready to buy more to cushion shocks from the
political turmoil.

한국 주식시장은 (적어도 지금은) 정치 혼란에 따른 충격을 흡수하기 위한 국민연금 기금의 매수 및 매수 계획으로 인해 어느 정도 회복세를 보이고 있다.

The Korea Composite Stock Price Index, or Kospi, finished up 0.4 percent at 852.26 points. South Koreas currency, the won, was up
by 0.3 percent against the dollar.

한국 종합 주가 지수는 0.4퍼센트 오른 852.26 포인트로 마감됐다. 한국의 통화인 원화는 달러화 대비 0.3퍼센트가 올랐다.
